This bug was fixed in the package netbook-launcher - 1.1-0ubuntu2

netbook-launcher (1.1-0ubuntu2) intrepid; urgency=low

  * Work around problems with Intel graphics and mipmapping by disabling
    mipmapping before fonts are created. This fixes the text not displaying
    correctly for Intel graphics users. (LP: #269150)
