Files in /tmp are purged on reboot; you may be able to reproduce the problem by attempting to install emacs22 again. If so, a new file with a unique name will be created in /tmp; you can find the name from the file /var/log/apt/term.log, near the end.

Can you investigate why this file doesn't exist? Is emacsen-common properly installed on your system (what does dpkg -l emacsen-common return?)

The obvious workaround is to remove, then reinstall emacsen-common.

The missing files are conffiles, so you need to remove with --purge.

Although the root cause is unknown and nobody has provided reliable repro steps, I am confirming this based on the large number of duplicates.

I went over the duplicate cases and they all (well, both) appear to have ext4 (after I pruned the ones which were not all that similar after all). They also all seem to me multiple-CPU systems. Bug #643016 shows in dmesg.txt that ext4 recovery removed some unreferenced inodes, but that might be a red herring. Another data point is bug #782033 which however was closed as Invalid, but it also seems to match the symptoms.

I haven't seen this but any more since about one year and a half ago. Marking this bug as invalid, please anybody still seeing the bug or thinking this is not appropriate mark it as confirmed again.
