If you still have the file /tmp/emacs-snapshot.51eJbi on your system, could you please attach it to this bug (navigate to https://bugs.launchpad.net/ubuntu/+source/emacs-snapshot/+bug/529413 and find the link "Add attachment or patch" near the bottom of the page)? Or equivalently, if you can reproduce the system by trying to install again, a new temporary file should be generated, which you can attach; its file name should be visible near the end of /var/log/apt/term.log. Thanks in advance!

Charles Marslett: it is fairly likely that your bug is different from the original reporter's; there is a vast class of different conditions which all cause the same user-visible symptom (the failed upgrade notice).

In your case, it seems that emacsen-common failed to install properly (the file /etc/emacs/site-start.d/00debian-vars.el should have been installed by emacsen-common); it is not possible from the log snippet you posted to see what might have caused this. If you can diagnose the problem, perhaps you could create a new bug report. As a workaround, try removing, then reinstalling emacsen-common.
