Bug Description

Note: Clean beta install, fully updated.

gnome-bluetooth:
  Installed: 2.28.0-0ubuntu2

The bluetooth preferences panel recognises when the bluetooth adapter is turned on/off via Fn+F5 (IBM Laptop). When the adapter is off it correctly reports "no bluetooth adapters present". When the adapter is on it reports "bluetooth is disabled" and provides a button to "turn on bluetooth". Clicking this button has no affect.

* The "show bluetooth icon" option is enabled.
* No bluetooth icon in the notification area.
* Bluetooth is unusable in this state.

Bluetooth on this hardware worked perfectly in 9.04.

Could be the same as bug 436694. Could you try with the mentioned udev rule?

Confirmed. Added the rule to the end of the existing bluetooth rules. Bluetooth now works.

There was mention of some potential security issues with doing this. Can this be confirmed?

The solution was the same but the indications were completely different. By Launchpad standards, does this constitute a duplicate or not?

I did a clean 9.10 install. I have gnome-bluetooth 2.28.1-0ubuntu2 and my system is exhibiting the same behaviour.
When I mouse over the icon (which is greyed out) it shows bluetooth disabled. When I right click the icon, I only have the choice to turn bluetooth off. When I open preferences I have the option to start bluetooth.

Nothing I try turns it on
