pulseaudio can't be used without X

Bug Description

PulseAudio requires package pulseaudio-module-x11 to start with gnome. this package installs x11wrap module.
With this package installed without X started PA don't start because x11wrap it can't connect to X.
Without this package PA don't start for gnome sessions.

I't trying to start ogg123 -dpulse from cron
syslog:
Oct 20 07:00:02 hydrogen pulseaudio[8928]: x11wrap.c: XOpenDisplay() failed
Oct 20 07:00:02 hydrogen pulseaudio[8928]: module.c: Failed to load module "module-x11-publish" (argument: ""): initialization failed.
Oct 20 07:00:02 hydrogen pulseaudio[8928]: main.c: Module load failed.

PulseAudio should ignore x11wrap loading error and start normally without X
