[PATCH] Should be more forceful about setting LANG in /etc/default/locale

Bug Description

Binary package hint: oem-config

If LANG doesn't already exist in /etc/default/locale, oem-config doesn't set it. Which means the system will use the C locale as the default. It should probably treat LANG like it treats LANGUAGE and set it if missing.

Hmm, /etc/default/locale might not even exist yet. Here's a version that creates it if not.
