I have had the same problem with my install within windows. I was able to solve this issue. I have dabbled with Linux from time to time with limited success so I guess a bit of a newbie. I will let the technical people sort out why this worked.
iso that I used ubuntu-8.10-desktop-i386.iso
Install symptoms were the same as described.
I re-burned my .iso using Nero 7 but changed two things(sorry hard to troubleshoot accurately with changing two things). I reduced the burn speed to the minimum 12X but I think more importantly I burned it as disk at once. Not track.
Successful install on my Dell at work and one my system at home.
