The CPU usage spikes for input *must* be coming from Clutter's picking mechanism, which uses glReadPIxels to figure out where everything is. It's the only conceivable reason why i can think that scrubbing over the panel would effect CPU usage. It happens on `unity -p` as well, so should be easier to debug.
