I think we should just regenerate the affected imports from scratch. This is a bit disruptive, as it will break any branches people have made — but those branches are presumably already affected by this issue.

The theory here is that whatever caused that corruption has since been fixed in bzr: the inconsistencies are quite old, and udd/bzr-builddeb are calling bzr's APIs in reasonable ways AFAICT. If the theory is right, we won't see this problem recur once we redo those imports.
