All my suggestions where made in the event of the U1 team wanting to use notifications. The tooltip idea is really a god one, forgot about it, as we no longer have tooltips.
Bubbles should also have an informative meaning, I think. Example: I've a shared folder with user 2. User 2 puts a new file in the folder. I expect a notification like "User 2 added File.example", and not just an icon spinning. That would be confusing, as I hadn't done nothing that would require a sync. It's an external event that which I should be notified about. But of course, there could be some actions related to that bubble, like "Open file", "Open Folder".
