For those for whom the steps in #22 didn't work, does adding the following line in /etc/wpa_supplicant/openssl.cnf right below the "Options = UnsafeLegacyRenegotiation" line work?

CipherString = DEFAULT@SECLEVEL=0

(that's in addition of the other steps outlined in #22)
