I'm using intrepid and german locale and searching for "Clock manual" gives me a working link [1] (searching for "workspace" does not lead me to "clock manual" at all). Also starting yelp with LC_ALL=C and LANG=C does work for me [2].

[2] and results in file:///usr/share/gnome/help/clock/C/clock.xml#index
