*-dbgsym packages can be ignored. You have libcairo2-dev, which the original reporter of the bug also had. I installed this package, but still do not experience the issue.
The problem seems to be that you have:
libcairo.so.2 => /usr/local/lib/libcairo.so.2
rather than:
libcairo.so.2 => /usr/lib/libcairo.so.2
