Here's another plan: instead of iterating through the kids of the scrollframe in BuildDisplayList, just explicitly do
  if (mHScrollbarBox && mHasHorizontalScrollbar) {
    rv = mOuter->BuildDisplayListForChild(aBuilder, mHScrollbarBox, aDirtyRect, aLists);
    NS_ENSURE_SUCCESS(rv, rv);
  }
etc
