Completely untechnical circumstantial update:

After rebooting to see if that would clear up the performance issues I then booted off a Jaunty Beta LiveCD.

 * Performance from the Jaunty Beta LiveCD was extremely fast and on-par with Intrepid with Visual Effects enabled
 * Performance from the Jaunty Beta LiveCD was sluggish with Visual Effects disabled; same behaviour with windows redrawing slowly after switching workspaces

Performance mysteriously improved slightly after rebooting from the LiveCD back to the internal hard drive. The system is still sluggish with Visual Effects disabled but moving windows and switching workspaces with Visual Effects enabled is now usable but still not as quick as Intrepid was.
