The existence of a similar workaround doesn't imply that the bug is the same, and the bug in question states specifically that bugs with the generic symptoms but known particular causes should be in their own bug reports.

In particular, the EXA regression on 945 is due to an oversight in GEM, as noted in an above comment (which in turn isn't linked on the bug that this was dup'd against.
