Remember to clear the cache after installing the new qt4-x11:
rm -r ~/.kde/cache-$HOSTNAME/kpc/*
and either log out/in or disable/re-enable desktop effects to see the effect of the update.

KDE 4.2.3 is available from another PPA than the one you mention: see http://www.kubuntu.org/news/kde-4.2.3
