I opened a thread on ubuntuforums.com about this issue (http://ubuntuforums.org/showthread.php?t=964587).

In short:
 * the radeonhd drivers _are_ in the repository but _not_ on the CDs (I checked Kubuntu Alternate + Live)
 * the Live CD does not work at all
 * One is able to install the system from the Alternate, but you are not able to get to the desktop
 * The workaround involves putting the .deb on a pen-drive, mounting it from console, installing it with dpkg and editing xorg.conf with vi

Summarized it should be impossible for 95 % of the standard users
