Fixed in source package xf86-input-elographics-1.2.2.tar.gz (Debian unstable)
Cursor movement works properly now.
But still not recommended:

- After the first touch keyboard and mouse (both PS2) inputs are disabled
- Touch do not perform a "mouse click"

Tested with Xubuntu 8.04 and ELO 1739L Accutouch.
