Another way to add 'setxkbmap' is to copy this into file ~/.config/autostart/setxkbmap.desktop:

[Desktop Entry]
Type=Application
Encoding=UTF-8
Version=1.0
Name=setxkbmap
Name[en_US]=setxkbmap
Exec=setxkbmap
X-GNOME-Autostart-enabled=true
