Comment 15 for bug 318261

Note that the variant is being set to 'dvorak', which matches my console keyboard, but doesn't make sense for a remote control with only letters A through F. I tried overriding this by temporarily editing /etc/default/console-setup, to check that this was not the cause of the problem, and it didn't seem to change anything. The keypresses are still ignored by X.
