I made some findings upstream at https://bugs.freedesktop.org/show_bug.cgi?id=78012. Looks it's somehow related to the hardware incorrectly changing the keycode on its own when numlock is switched on.

Could you please reveal what hardware you have? At this point I wouldn't be surprised if Samsung laptops were the culprit.
