Update comments for Crimean Tatar (Crimean Turkish) keyboard layouts to give Özgür Qarahan the credit due. Patch version 2.
Updated patch is ready for committing. I hope Benjamin could commit it...
If there are strong, substantiated objections to the updated comment from 2 or more people, some other variations i can suggest as the replacement of 1st line of comments are as follows:

Let's not over-analyze this. The only thing consistent about variant layout comments is that most of them have a year, some have month and year, and some have full date. In other regards, the comments are essentially free-form.
