No, copyright assignment hasn't even been considered, but most other layouts have a year in comments, and some have the exact date, so the same was being emulated here.

Based on Peter's latest feedback, here are my latest preferences, in that order:
Crimean Tatar (Crimean Turkish) layouts. First published: 2009-01-30.
Crimean Tatar (Crimean Turkish) layouts. First released (by Ubuntu): 2009-02-24.
Crimean Tatar (Crimean Turkish) layouts. Year added: 2009.

The first one just says that the layouts entered the public domain on that date. The 2nd one is a fact: released w/ 1.5-2ubuntu5. Any other full date would be misleading in my opinion, because layouts have been available at least since 2009-02-24.

Therefore, if there are objections to 2009-01-30, and 2009-02-24, i'd prefer just the year: because at least it would not give a misleading exact date reference. Just 2009, is not exact, but at least it's not misleading.
