The Brasilian file appeared to me to be a good precedent for a similar format and a good match for this case in general:

But it doesn't use periods, whereas in this case there appears to be some benefit for 2 more sentences as comments, which makes periods useful.

Please feel free to suggest something else.

How about this for first line of comments:
Crimean Tatar (Crimean Turkish) layouts. Year added: 2009.
