The Brasilian file appeared to me to be a good precedent for a similar format and a good match for this case in general: http://cgit.freedesktop.org/xkeyboard-config/tree/symbols/br
But it doesn't use periods, whereas in this case there appears to be some benefit for 2 more sentences as comments, which makes periods useful.
Please feel free to suggest something else.
