Update comments for Crimean Tatar (Crimean Turkish) keyboard layouts to give Özgür Qarahan the credit due.

I focused on getting the functionality released and unfortunately overlooked giving Özgür Qarahan, who has worked with me on this, the credit due in 1 file. Please apply the patch attached to correct this oversight. His contributions have already been acknowledged in po/ and that made it into 1.6 release, but i delayed making this change in symbols/ until after 1.6 release to avoid making a non-critical update during pre-release code freeze.

P.S. To avoid any further misunderstanding, and incidents, I would highly prefer that somebody other than Sergey commits this patch. Perhaps Benjamin could do it...
