If you mean whether it exists in ISO, glibc: yes it's been around for a while; it's already usable in Ubuntu 9.04, Fedora (11 preview), etc., although the level of support currently varies and l10n ratio is not yet high enough.

P.S.
İf you mean po/crh.po, the way i tested it is by doing
cp po/tr.po po/crh.po
before building from source, since you insisted on not checking in po/crh.po and pulling it from TP.
