Yes.

If you create ua(crt), you still have ability to add countryList to that variant (in base.xml). Then it's up to GUI (if it does not handle that scenario correctly, it should be fixed).

About the countries. Looking at http://en.wikipedia.org/wiki/Crimean_Tatars, I see it would be perfectly sane to add that variant just to the Ukraine, since Uzbekistan, Turkey and Romania have much smaller populations (and using countryList should make them happy enough).
