As I understand it, it's not an issue with _Ubuntu's_ handling of
xkeyboard-config translation, but rather an issue of Rosetta's not
supporting the translation system that xkeyboard-config _Upstream_
uses.
So, either you need to lobby for support for that format to be added to
Rosetta, or lobby xkeyboard-config upstream to switch translation
systems to match something Rosetta supports.
