2786 lines: configure.in changes are not included here, w/ the understanding that if .po is not included, crh needs to not be added to configure.in.

It would be nice if this patched made it too, so that i18n'ed UI could be enjoyed. Perhaps this could be included for 1 release only, and removed right after it so that there is no ongoing overhead from the big .po file. But it won't be the end of the world if this patch is skipped for the time being.
