I've reverted the patch because more than one rule was violated. When I made the very first comment, I was not going to revert - but then I found there are more issues, that's what triggered my decision.

Regarding "grouping by language". Did you try the "countryList" feature in base.xml.in? It works for ata and lat layouts.
