I ve tested out the debdiff and it applies

bhavani@tuxlover:~/xkeyboard-config-1.4$ patch -p1 < ../patch.debdiff
patching file debian/changelog
patching file debian/patches/series
patching file debian/patches/xkeyboard-config-crh-layouts-and-i18n.patch

and attached is the debdiff with changed changelog comment
