Caspar: I tried Xen 3.0.4 binaries for 64 bit and I could run more than 2 domU without problems on Ubuntu LTS server (amd64); however, I had confirmed this issue with Ubuntu Edgy packages before trying Dapper with Xen binaries.

Thus, I'd say it's a problem with either Debian or Ubuntu kernel patches.
