I installed apt-file
apt-file update
installed libxt-dev and also (as noted in
    * tcl8.4
    * tcl8.4-dev
    * tk8.4
    * tk8.4-dev
    * libxp
    * gcc
    * g++
    * make
    * nasm
    * m4
./configure --with-tcl=/usr/lib/tcl8.4
make clean
make
sudo make install
it seems to work, but I only as sudo xcircuit
