As an end user, I disagree. PulseAudio is the only sound solution that works properly with my sound setup (ALSA can't handle 6-channel dmixing on my sound card) and I use PulseAudio's ability to set different levels for different streams all the time. I am using PulseAudio very successfully for every other multimedia application in my system. Having to suspend PulseAudio just for wine is an annoyance. Not being able to adjust the sound levels for wine without affecting the rest of the system is an annoyance. Having to manually kill wineserver since my games lock up when I try to run winealsa through a "type pulse" device is an annoyance.

The winealsa driver may need some love as well, but the native PulseAudio driver is the one that I am waiting to use.
