You said "some of the workarounds".

I found that -ALL THREE- specific workarounds spelled out in
https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/543506/comments/81
were necessary for success, at least in my circumstance.

Did you try that specific combination?
