This bug was fixed in the package udev - 140-2

  * debian/udev.postinst: On upgrade, replace instances of ATTRS{ in
    /etc/udev/rules.d/70-persistent-net.rules with ATTR{ otherwise they
    won't match anymore. LP: #329106.
