Comment 2 for bug 300426

This needs to be fixed in udev. In jaunty, rootskel has changed to starting udev before init, but in the midst of that reshuffle the bit of code that mounted /dev as a tmpfs got lost. We need to reinstate that in /lib/debian-installer/start-udev.
