The non-modularity of the HCI drivers has nothing to do with boot speed.

Ah, but that's the problem! You can't treat the hcd drivers as
separate, once you load one you need to load them all and you need to
load them all in a specific order unrelated to which one you first
started with.

This is why they're built in.
