Comment 2 for bug 255088

at first look the issue appeared to be in legalnotice.xml since it doesn't validate. Giving an error about extra content.

 However changing the include for ../../libs/C/legalnotice.xml back to the entity &legalnotice; fixes the validation error and allows the page to load. probably not the desired fix but it works. I'll dig further and see if I can find a better way to correct the problem.
