So I think there are two logical solutions here:

1) Drop bootloader-depends for i386 and amd64 from Depends to Recommends
2) Remove bootloader-depends altogether for i386 and amd64. 'grub' already comes in as a Recommends via linux-image-2.6.28-11-generic
