finally a solution for this problem is to add this line to /etc/apt/sources.list :
deb http://ppa.launchpad.net/secretlondon/ubuntu hardy main

then reinstall tuxpaint !!

I am sorry, but PPA has non sense in foreign languages like french ....and many people may not understand what was written in previous comments.

PPA : Personal Package Archive ....
