To disable incoming server functions, uncheck them in Mail & News Acct Settings
| System Settings.

Adding a new feature to save the user unchecking those boxes seems like a poor
investment of our resources.

Anyway, this bug is about editable headers and not multiple mail identities.
Add a new bug, if there's not one already, if you don't agree with my assessment.
