I understand, from something that Julian Taylor said on IRC, that it could be kind of weird if the Ubuntu package of Tahoe-LAFS v1.6.1-0ubuntu3 came with a NEWS file describing changes that the NEWS file says are in "1.8.3" when in fact those changes are in 1.6.1-0ubuntu3. I know that's why there exists the changelog.Debian.gz. So, let's leave the NEWS file changes out but still add a patch to update the known_issues.rst file. Can we do that?

We're going to announce Tahoe-LAFS v1.8.3 to the world within a couple of hours so I'd like to move this ticket as far along as possible before then.
