Comment 91 for bug 1970069

Here's a fix for plymouth/noble.

We skipped ubuntu5 because that technically existed in bug 2054769 for 10 days already.

Also note this will cause some temporary initrd bloat while the initramfs-tools change is pending in comment #90.
