By chance I was testing on a desktop that has the Nvidia driver installed (though no Nvidia card today, Intel only). Disabling hooks/framebuffer had relatively little impact. In the end it was hooks/framebuffer-nvidia that also needed disabling to remove most of the initrd bloat.
