What needs to happen is reportbug and reportbug-ng need to be taught to report to Launchpad. For this to be done reliably, LP needs to expose and API and it needs to be implemented in python-launchpad to get possible duplicates. This does not currently exist. Until then, it really doesn't matter what ML you send bugs to. Mailing lists are poor bug trackers no matter who reads them.
