I just tested this by installing a local squid, then starting a VM and configuring its firewall to only allow connections to my host's squid and nowhere else. If I set a wrong $https_proxy, apport fails, as expected. If I set it correctly (http://10.0.2.2:3128 with a default squid install and default kvm network settings), problem report uploading works fine.
So this is is at least fixed in current natty, presumably also in maverick.
