I'm nominating this as a 100 Paper Cuts bug:

1) it is a Karmic regression that will turn PulseAudio usage into an everyday annoyance; it worked fine until Jaunty.
2) it can be reproduced on different hardware types.
3) it occurs in a systematic way.
