The comment in the upsteam bug says:

"Some application is apparently creating a lot of streams in PulseAudio. Please use pavucontrol or "pactl list" to find out which one it is. "

I tried it:
$ pactl list
Connection failure: Timeout

So their claim that it's not a PA bug is pretty bogus.
